The Shadows of Power: The Council on Foreign Relations and the American Decline contains painstaking documentation. This is not an opinion piece; it is an assembly of hard facts that state their own conclusions. Please check information in this book against its sources and see for yourself.
Having said that, there seems to be an excessive focus in this book on there being too many pro-communist influences in our government—too many communist sympathizers under every rock. The Council on Foreign Relations has done too many things that seem—at least to Perloff—to support communist ideologies. He makes a good point that there is a lot of evidence that something was fishy when the world lost China and Vietnam and Cuba and Korea to communism in spite of the U.S. seeming to be in a position to prevent that from happening and yet, suspiciously, they failed to act.
Perloff seems to find communist sympathizers under every rock one turns over in the U.S., while we seem to find only slugs and snails!
As a member of the John Birch Society as well as a Creationist that doesn't buy the theory of evolution, one has to take things Perloff says with a grain of salt. And yet, Perloff is a heck of a good researcher whose sources are as solid as it is possible to find. Birchers are very patriotic and the shadow government—with an agenda focused on their own power and wealth and empire building—is decidedly NOT patriotic, as anyone can see upon examination of their record. All of us Americans in the U.S. agree with the Birchers that it is good to be patriotic and counter communist influences in the U.S., but we are not obsessed by it like Perloff and other Birchers.
Additionally, Perloff and other Birchers rightly believe the U.S. should cease playing hero (in the minds of a few of our leaders only) overseas and stop being interventionist and stop empire building efforts, because, as anyone can see, our record of "accomplishments" is abysmal, and if we'd stayed away from the Mideast, there would be no ISIS terrorists acting out their extreme hatred for anything non-Islamic. It was U.S. "infidels" bungling and interfering where we didn't belong that created that group. Good job, George and Barack! After all, how would WE feel if thousands of Mideastern soldiers invaded our country and started telling everyone what to do and killing people they didn't like?! The ridiculously hollow pretense of "democratizing" them is an embarrassment. They never believed it, and even most Americas no longer buy that nonsense!
So, in our opinion it is best to read this book with an eye to keeping a balanced perspective on the "commie menace" and assuming that this is a bias of Perloff's that leads him to make a few incorrect judgments, at least where communism is concerned. Otherwise, the hard facts in this book speak for themselves, and what they say about our government and its leaders is often not pretty.
The book tells "the other side of American history" from Wilson on. The Shadows of Power has resurrected eight decades of censored material that neither the establishment nor the Council on Foreign Relations want you to read or understand, because the material points out TRUE—yet scandalous—facts that shine the light of truth into the dirtiest corners of history. You won't like what you encounter. The book reveals that the history books you've read paint a censored, incomplete, misleading and even false picture of history, while Perloff's book paints a nasty picture of history—an "unredacted" picture that will correct the dozens of misimpressions about events you have hitherto held as factual. But these untruths you took as gospel were often propaganda, sometimes cover-ups, sometimes damage control, and other times censored halftruths. And sometimes the history books even got it right.

Anyway, to sum up, not only was our history distorted (which is revealed as fact, not opinion, since it is based on government records like the Congressional Record) and edited to support the shadow government's lies, but today there is also proof—again based on government cables—that the leaders misrepresent not only history but current events. The government is telling us citizens and the world one thing, but doing something very different. The attitudes of our leaders towards citizens of this and other countries is not at all how they portray it. Our real goals and tactics are not at all what the leaders say. The US cares nothing for anyone's democracy, including ours, but it truly is sending Americans into the world doing empire building, and WikiLeaks has proven it based upon government documents, not anyone's "opinion." FDR and George Marshall stripped Hawaii of most of its air defenses shortly before the Pearl Harbor raid, and allotted it only one third of the surveillance planes needed to reliably detect approaching forces. Perhaps to preserve his station in history, Marshall sent a warning to Hawaii that arrived a few hours after the attack, which left over two thousand Americans dead, and eighteen naval vessels sunk or heavily damaged. The invisible government not only created a suspicious unpreparedness at Pearl Harbor, they did the very same thing just before 9/11. And like with the JFK assassination and 9/11, there was a fact-finding commission set up to "investigate"—which is code for cover up. When the first investigation tried to lay blame on the government, Roosevelt suppressed the result under the guise of "national security," and then his flunkies pressured witnesses to change their stories while other flunkies destroyed incriminating evidence.

The CFR is not a "secret society." Dr. Carroll Quigley called it "a front group." Quigley was part of the CFR and the shadow government for a while, and was Bill Clinton's mentor in college, and his writings are a primary source cited by Birchers. Quigley's citations in his books came from government sources, like Perloff's citations, so both men's sources are above reproach. Arthur Schlesinger, Jr. (Pulitzer Prize-winning liberal historian and author and Harvard history professor) also said the CFR is a "front organization." These men are the most capable historians of their time.

The CFR is a movement to effect a new world order, according to their earlier writings in their periodical, Foreign Affairs. Because this globalist movement has persisted for around a century, has been lavishly funded, and has been forwarded by the conscious, deliberate actions of CFR members in government, many have called it a conspiracy. History speaks loudly enough to vindicate the use of this term. After studying the facts, it is clear that some of the members are criminals guilty of conspiracy or treason or both. But the organization itself is not a conspiracy, in spite of the mischief some of its members generate.
Today, the CFR periodical, Foreign Affairs, shows few traces of its globalism, communist-sympathizing, socialist and new world order past. Does this mean that the walls have ears and they're playing it close to the vest, or that they have had a change of heart? Since evidence of the shadow government's control has NEVER been as strong and damning as it is today, in 2016, one has to wonder where these invisible government ass clowns are, if not at the Trilateral Commission and the CFR. (The answer seems to be that they are still there, but their periodical doesn't reflect that any more, and they're much more careful and covert than previously, probably due to the internet's annoying proclivity for revealing anything and everything about anything and everyone.) Since 1984, the Foreign Affairs periodical has become more balanced and objective—obviously damage control precipitated by the radical reputation it had gotten in many circles.

CFR member George Kennan in 1987 advocated the government getting access to "a council of wise men drawn from all areas of national life." He wanted foreign policy, like judicial matters, to be settled by an unelected elite since the citizens are too ignorant to be part of the process that guides foreign policy. However, it is clear that just such a group of elite powers (the shadow government) had been deciding our foreign policy long before 1987, but Kennan simply didn't get the memo. Or he did get the memo and this was just his way of—at the behest of the CFR—helping the CFR look "innocent" to investigators.
The CFR's new thrust, according to some evidence, is a radical agenda for constitutional change, yet only a severe national crisis could get the government aligned with such a thing. Let's see: 9/11, Patriot Act, NSA, good-bye rights and good-bye privacy and here comes the Citizens United decision and here comes Corporatocracy and, oh yes, GOOD-BYE DEMOCRACY! Even though many CFR members want to see a constitutional convention convened so they can make the Constitution align with elite agendas (CFR members are all elites), it is clear that the shadow government got impatient waiting and pushed the U.S. toward their elite agendas the easy way. Only instead of the severe national crisis precipitating a constitutional convention so this precious old document could be modernized, the desired crisis caused various opportunistic "acts" like the Patriot Act to render the constitution more and more irrelevant and obsolete, in spite of opposition declaring the Patriot Act unconstitutional. Why rewrite the constitution when you can ACT it to death?

Here is some gallows humor about this very issue. An FBI agent was talking to an NSA agent and he mentioned the Constitution. "The what?," asked the NSA man. "You know," said the FBI guy, "the thing they keep in the restroom for toilet tissue." "Oh," said the NSA guy, "we use the Bill of Rights at the NSA." "I read that the first ten amendments of the Constitution, known collectively as the Bill of Rights, offer important protections of individual liberty and justice and place restrictions on the powers of government," said the FBI guy. After about ten seconds of silence both men burst out laughing.
International bankers have historically been quite adept at instigating disasters in order to compel redirection of American policy, as Perloff says. Examine our immense national debt in 2016—approaching 20 trillion dollars. These banks, as well as those who've lent us ginormous piles of cash, could cause us great trouble any time they wish, leading to an economic crisis that would put 1929 and 2008 to shame. Then, says Perloff, a new world order under one government would be offered as a global panacea. The CFR would celebrate since this is where they'd been aiming all along.
By seizing control of US foreign policy, the CFR and shadow government have access to the untapped military, economic, and political resources of America. They could utilize said resources to pursue their sovereignty-destruction project and empire building. As a bonus, they could lay the political consequences and inescapable debt on the United States. And that’s exactly what they have done.

The trouble with this is that every commission the government creates gets pushed by the shadow government to turn their deliberations into a cover-up, like with the Warren Commission and the 9/11 investigation. He also wants us to choose presidents much more wisely. But as he knows, the CFR and shadow government choose presidents, not the people. He is trying to hire a fox to act as a security guard for a henhouse. The fact that he is looking for a political solution seems desperate, given what he knows about how politics, media, government, and the CFR work. And he should realize that people of truly unimpeachable morals and character would never get elected in the U.S. since the game is rigged and the government is way too corrupt.

One requisite ingredient of a statesman: character. What good are brains in public officials if they aren't used to serve the interests of the electorate? And yet the CFR and shadow government ass clowns that run things behind the scenes have not manifested much of that ingredient, much to our horror in the 20th and 21st centuries. "This is our nation. And we have a right to leaders who represent us, not international banking or world government. We Americans can make a difference. We can speak out, alerting our friends and neighbors to the danger facing our republic."
The Council on Foreign Relations was formed in 1921. The Trilateral Commission, however, wasn't created until much later—it was formally established in 1973 and consisted of leaders in business, banking, government, and mass media from North America, Westem Europe, and Japan. Senator Barry Goldwater called the Trilateral Commission "David Rockefeller's newest intemational cabal," and said, "It is intended to be the vehicle for multinational consolidation of the commercial and banking interests by seizing control of the political govemment of the United States." They got Jimmy Carter as a member. President Somoza, before his brutal assassination, exposed the Carter conspiracy to depose him in his book Nicaragua Betrayed.
Perloff puts in a big plug for the John Birch Society. He says he has been a member since 1979—he is one of their leading researchers. He supports creationists and does not believe in Darwinian evolution because he's a super-Christian. He writes for The New American occasionally. He cites the warning in the Bible of an impending “evil, one-world government: the Kingdom of Anti-Christ." He accepts the causality of God but not the Big Bang. We, too, feel a bit sceptical about this theory of our universe's birthday—but then, all theories aside, no one really knows. He thinks Birchers can help guide us away from globalism and toward God. We, on the other hand, found that a religious rant and Bircher plug and his anti-communist obsession in his earnest and thoughtful book at least minimally undermines Perloff's credibility.
Gary Allen was a Bircher spokeman who wrote None Dare Call It Conspiracy, a book that sold over 4,000,000 copies in the early 1970s, as a reflection of the fact that much of the citizenry of the U.S. rejected the imperialistic policies of our nation's leaders and military industrial complex as immoral, murderous, exploitative, and wrong. Allen quotes the CFR as stating in their Foreign Affairs periodical "The U.S. must strive to: BUILD A NEW INTERNATIONAL ORDER." (Capitals in the original.) Also, Allen asserted that the term "New World Order" was used by a secretive elite in the CFR dedicated to the destruction of all national sovereignties. Since the John Birch Society's founding, the Birchers have repeatedly opposed United States military intervention overseas, although they strongly support the American military. They have issued calls to "Bring Our Troops Home" in every conflict since its founding, including Vietnam. (Amen to that!)

Senator McCarthy spent almost five years trying in vain to expose communists and other left-wing “loyalty risks” in the U.S. government, thereby becoming the most hated and feared man in Washington D.C.—he smeared people right and left. Perloff sees pro-communism everywhere, including key people in the U.S. government. The way the U.S. bungled dealing with China, Korea, Vietnam, and Cuba led to all of them falling to communism. His claim is that the presidents in power at the time were commie sympathizers because of their pro-socialist, pro-collectivist, pro-globalism, pro-one-world-government leanings and similar leanings in the CFR. We feel that it wasn't leanings towards commies that caused these bungles, but simple INCOMPETENCE!
Another surprising misimpression this author gives to readers is that the U.S. has a pattern of seeing commie terrorists in foreign countries, and these countries are trying to fight these commies off, and yet the U.S. press sees them as freedom fighters and democratic reformers, and the United States—via CFR diplomats—intervenes and tells these countries to play nice with the commies and this allows a commie takeover. I.e., the U.S. bungles the whole thing and the country goes Marxist and communist. This is not at all what was going on in Latin America, although perhaps in China, Cuba, and/or Nicaragua.
The U.S. was a great verbal supporter of democracy and we also said we hated dictators and tyrants. But that is what we propped up in Latin America, NOT democracy lovers OR communists! That democracy lover hype is the propaganda the U.S. media reports, true, but, as the Encyclopedia says, "The United States chose time and again to support anticommunist military regimes over unstable democracies that believed in freedom for leftists. From the 1950s to the 1990s, in Latin America the U.S. propped up dictators friendly to our corporatocracy and ousted or murdered leaders who were men of the people regardless of whether they liked words like "socialism," which they sometimes did. Other times, these countries were fond of the word "democracy," but our empire builders installed dictators regardless of how antidemocratic they were. However, happily, in spite of U.S. oligarchs' interference and treachery, as the 20th century drew to a close, there were nineteen Latin American democratic states, with Cuba remaining the only nondemocratic one, each had a unique experience with a liberal transition, but the region as a whole changed from a rural peasant-agricultural society to a modern, urban, industrial, and diversified one. These Latin American democratic states had wisely overthrown their pro-U.S.-corporatocracy leaders in favor of leaders who represented their own people. The shadow government had made a lot of U.S. oligarchs very wealthy with their empire building, so they didn't care how anyone felt.
If the Queen during the 18th century French Revolution said: "Let them eat cake," then in the last half of the 20th century an analogous expression from rich U.S. bankers to Latin Americans would be "Let them eat loans!"

The Los Angeles Times explained how the World Bank really operates in 1978: "Ostensibly to encourage agriculture and rural development, World Bank loans go overwhelmingly to build an infrastructure - from roads to dams - that enriches local and foreign contractors and consultants." Barron's put it succinctly that same year: "There's a saying that the Bank takes tax money from poor people in rich nations to give to rich people in poor nations." The New York banks find the profit from the interest on this sovereign debt (after the hit men plunged poor countries into debt by getting them to borrow money they did not need) to be critical to their balance sheets. Up until very recently, this has been an essentially riskless game for the banks because the IMF and World Bank have stood ready to bail the banks out with our taxpayer's money. And all this conning and exploiting was done in the name of humanitarianism!

Charles L. Mee, in his book The Marshall Plan, quoted Pierre Mendes-France, French executive director of the World Bank: "The Communists are rendering a great service. Because we have a 'Communist danger,' the Americans are making a tremendous effort to help us. We must keep up this indispensable Communist scare." The U.S. used the "stop the commies" gimmick in Vietnam, in many Latin America countries, in the Mideast, and in Europe, and they used it—with the CFR's help—to sell The Marshall Plan after WWII. Giving Europe billions of dollars was a hard sell in the U.S. until that gimmick was used. Then it passed, probably because our citizens still had the essential task of stopping the Nazis fresh in their minds.
In 1949, the Communists took over China. An intense controversy erupted over this in the United States. Substantial evidence, now all but forgotten, implicated American diplomacy and George Marshall in the debacle. In sum, the diplomats mishandled the Russians, the Chinese, and the Japanese. The Soviets confiscated Japan's surrendered munitions in Manchuria. They then turned these, as well as American lend-lease supplies, over to China's Communist rebels, led by Mao Tse-tung. Mao overthrew the Nationalist regime of Chiang Kai-shek, who was a faithful ally of the United States who was trying to establish a constitutional republic in China. The CFR forced Chiang to accept the commie takeover. Then the Institute of Pacific Relations spread propaganda that Chiang Kai-shek was a corrupt reactionary and that Mao Tse-tung was not a Communist but an "agrarian reformer."

Kennedy was a congressman, and he said that "This is the tragic story of China, whose freedom we once fought to preserve. What our young men had saved, our diplomats and our President have frittered away." How about that: a government worker with courage and insight who didn't just go along to get along! Will wonders never cease! Of course, his unwillingness to be a shadow government stooge eventually led to his death in Dallas.

According to the author, "It is not unreasonable to say that there never would have been a Communist regime in North Korea, nor would there ever have been a Korean War, had American negotiations and lend-lease shipments not brought the USSR into the Pacific theater." In 1959, Castro, the new ruler of Cuba, was a guest speaker at the CFR. Those who warned that he was a Communist were scoffed at and he was actually aided by the U.S. to win the battle for Cuba. But three years later, he had Soviet missiles pointing at the USA. Again, horrendous bungles in diplomacy and negotiations led to a commie takeover. But keep in mind that the CFR likes socialist ideas better than democratic ideas, as they showed with not just Cuba but China and Korea as well. The bigger question here is why the CFR ass clowns were allowed to have such a decisive effect on U.S. foreign policy! The answer: neither generals nor presidents had the courage to stand up to the huge propaganda and influence peddling might of the shadow government acting through the CFR. The reason they liked socialist rather than democratic ideas is that they were closer to and more compatible with their world government ideas. Globalism first and U.S. nationalism dead last. And these CFR ass clowns also were none too fond of the Constitution and the Bill of Rights.

Historical "blunders," from the Great Crash to Pearl Harbor to Cuba, to blowing it in China and Korea and Vietnam, have a convenient way of serving the interests of the backstage globalists who run our country—the CFR. He was attempting to quell uprisings by Islamic fundamentalists and Marxists, but was forced to ease up and make concessions to them when Carter threatened to withhold U.S. support. General Robert Huyser, a Carter emissary, persuaded the Iranian generals not to intervene to save the Shah's government. Khomeini later slaughtered many of those generals. In 1979, Iran collapsed; today it is a world center of terrorism.

Today we get a combination of truth, spin, half-truths, entertainment, disguised ads, misinformation, lies, and propaganda from our mainstream mass media. Perloff isn't fabricating this stuff—you can find it for yourself in the Congressional Record. Subsequently, authors who questioned the propaganda of the elite's bought-and-paid-for press were blacklisted, censored and smeared, thereby rendering them nonentities whose truths no longer were read. They put articles on alternative press sites like Alternet and published ebooks on Amazon, but their overall effect is small compared to the massive effect of the mainstream sell-outs. And all the major news anchors, like Dan Rather, are CFR members, with all that implies.
No wonder the public seems so confused and nothing ever changes. They're choking on misinformation that comes their way via political manipulation of citizens and via the Culture War!
